Full Salary Range: Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $91,300/yr. - $170,700/year.

Brief Summary of Job Duties

The Sr. Business Systems Developer works under the direction of the Associate Director of Administrative & Residential Information Technology and performs the following functions for the Police Department:

  • Leads all areas of CJIS (Criminal Justice Information Systems) compliance to ensure campus Police is tracking all relevant requirements.
  • Manages complex information systems projects to support all campus Police systems.
  • Performs systems analysis and design to develop campus Police systems using modern standards and practices.
  • Leads selection and implementation processes for vendor-supplied software.
  • Provides training to end-users.
  • Provides support for existing systems and leads efforts for their enhancements and modernization.

The Sr. Business Systems Developer, supporting the UCSB Police Department, identifies strategies and opportunities for innovation and automation for key line of business applications, including mobile video acquisition/retention system and dispatch/records management system. The Sr. Business Systems Developer researches and implements applicable components of popular cloud computing platforms such as AWS and Azure. The Sr. Business Systems Developer also participates in multiple cross-functional and cross-organizational projects in the broader Administrative Services Division IT context.

Required Qualifications
  • 4-6 years Business Systems Support with a vendor-supplied software solution.
  • Basic knowledge of information security policies pertaining to criminal justice agencies. Ability to develop a higher understanding of CJIS security policies and standards.
  • Applies advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of applicable business practices, processes and systems and industry standards to meet end-user needs. Works at the highest technical level of various phases of systems analysis. Considers the business implications of applying technology to the current and future business environment.
  • Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist.
  • Initiates, facilitates, implements and documents work process changes. Prepares and approves or obtains approval for business process and procedural documentation. Initiates and oversees changes in processes and procedures. Sets the technical requirements for complex specifications.
  • Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Provides advanced support and training on new applications.

Preferred Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training
  • 1-3 years Support of a Police Department

  • Satisfactory conviction history background check.
  • Extended Police Background check process administered and authorized by Police Administrative Lt.
  • Maintain a valid CA driver's license, a clean DMV record and enrollment in the DMV Employer Pull-Notice Program

Job Functions/Percentage of Time/Duties

Information Systems Support & Analysis - 60%

Coordination, maintenance, and support of information systems:

- Leads the evaluation and selection process for vendor-supplied software, including definition of requirements, writing RFPs, and coordinating selection committees.

- Plans, schedules, and coordinates the implementation of new systems. Participates in negotiations with software vendors regarding features, services, schedules, and system interfaces.

- Installs complex application systems or vendor-supplied software packages, analyzes system integration requirements, and develops complex system interfaces.

- Maintains and provides ongoing support for existing application systems, both vendor-supplied and in-house developed, including assisting users, troubleshooting, and implementing upgrades or enhancements.

- Provides technical expertise in the integration of supported information systems with campus and other departmental systems. Systems analysis, design, and programming.

- Analyzes business processes, identifies business needs, and researches, evaluates, and recommends software and information system solutions.

- Leads projects to identify reporting requirements of the various functional areas within the department. Works with clients to develop system requirements and to design solutions.

- Uses appropriate tools for analysis, such as data flow and workflow analysis, entity relationship diagrams, and object models.

- Maintains and performs a weekly review of all Police systems logs, using Splunk interface and associated tools.

Criminal Justice Information Systems (CJIS) Support - 30%

Coordination, maintenance, and support of information systems:

- Leads all areas of CJIS (Criminal Justice Information Systems) compliance to assure campus Police are tracking all relevant requirements.

- Develops and maintains documentation for all CJIS programs to ensure compliance with state and federal standards.

- Develops service agreements and secures criminal justice data within the cloud (i.e. Microsoft Azure or AWS Government platform), ensuring it will pass CJIS compliance audits.

- Informs Police Management regarding CJIS compliance deficiencies or risks to allow plans to be developed to resolve.

Training and Documentation -10%

Training and documentation:

- Creates and maintains documentation for custom-developed software and vendor implementation projects.

- Conducts individual and group training for computer users in the use of business applications and vendor-supplied software. Responds to one-on-one requests for assistance with application or software tools.

- Develops user guides, instructional materials, procedure manuals and other documentation as required. Prepares and presents formal presentations to audiences of various compositions and sizes.
