Graduation from an accredited four-year college or university with a major in business or public administration, chemistry, biology, civil, mechanical or chemical engineering or a related field, and at least six years of progressively responsible experience in operations of a wastewater or water treatment plant or relevant facility, including two years of supervisory responsibilities; or an equivalent combination of education, training and experience.
California State Water Resources Control Board Water Treatment Plant Operator Grade T5 is required at hire or promotion.
Knowledge of:
Principles, practices and treatment work processes applicable to Agency-operated facilities.
Advanced principles, methods and techniques for operating pumps, valves, electric motors, diesel engines and electronic, computerized and manual control systems common to a large wastewater/ treatment system.
Principles, methods, practices and techniques utilized in chemical and biological analyses.
Uses of Supervisory Control and Data Acquisition (SCADA) systems and instrumentation, manual control systems and computer applications.
Principles and practices of public administration, including long-range planning, budgeting, purchasing and maintaining public records.
Research methods and principles of financial/statistical analysis.
Applicable federal and state laws, rules and regulations, including OSHA regulations.
Principles and practices of sound business communication.
Principles and practices of effective management and supervision.
The Agency's human resources policies and labor contract provisions.
